MAFP Members Active on Maryland's Health Care Delivery Reform Subcommittee

January 6, Annapolis - The first meeting the Maryland Health Care Delivery Reform Subcommittee was held today at Anne Arundel Health System. Twenty-five subcommittee members, appointed by Maryland Secretary of Health, Dr. Joshua Sharfstein, represent legislators, health systems, unions, private payers, state and local health departments, FQHCs, CHCs, large and small employers, primary care and specialty physicians, nurses, and ancillary providers. Three MAFP members are members of the subcommittee: Drs. Pat Czapp, Laura Herrera (co-chair) and Andrea Mathias. Highlights of the proceedings:

  • A new part of the Maryland Health Care Commission web site (http://mhcc.maryland.gov) was introduced – specifically this web site showcases programs under way in Maryland that demonstrate clinical AND fiscal innovations with measurable (or soon to be measurable) results.

  • Three such innovations were presented at this meeting by their developers: The Maryland P3 program, The HSCRC’s innovations in hospital revenue (TPR, ARR, and an in-development program with an ACO flavor ), and Hopkins’ ElderCare Plus Program.

  • Discussion ensued about how we can apply successes in innovations demonstrated in small scale to larger scale populations that are diverse in multiple ways.

  • Wrap-up discussion focused on homework prior to next meeting in the Spring: Identifying the subcommittee’s mission, focus, and goals. PC

National Health Service Corps Critical Access Hospital Pilot Program

The Health Resources and Services Administration has released its 2012 guidance for the National Health Service Corps (NHSC) Loan Repayment Program (LRP) , which includes a pilot program that expands eligibility to Critical Access Hospitals (CAHs) and eligible clinicians working in CAHs. The NHSC CAH Pilot Program was created as part of the White House Rural Council.

CAHs and interested clinicians should review the 2012 guidance. CAHs that want to become service sites have to be in a Health Professional Shortage Area (HPSA) and meet other basic program requirements. Currently, approximately 64 percent of CAHs are located in HPSAs. Of these, 36 percent have HPSA scores of 14 or more. Once they are approved as service sites, their clinicians can apply for loan repayment. The NHSC will pay up to $60,000 for an initial 2 years of full-time clinical practice to clinicians serving at an NHSC-approved service site with a HPSA score of 14 or higher. Applicants working at NHSC-approved service sites with HPSA scores of 13 or lower are eligible to receive up to $40,000 for an initial 2 years of full-time clinical service. The NHSC will pay up to $60,000 for an initial 4 years of half-time clinical practice to clinicians serving at an NHSC-approved service site with a HPSA score of 14 or higher. Applicants working at NHSC-approved service sites with HPSA scores of 13 or lower are eligible to receive up to $40,000 for an initial 4 years of half-time clinical service.

Asthma Practice Quality Improvement Study

The AAFP National Research Network (NRN) is looking for practices to participate in an important two-year collaboration between the AAFP NRN and the American Academy of Allergy, Asthma and Immunology. The collaboration is designed to improve patient outcomes in a primary care setting. This study will examine whether the use of the ASTHMA IQ primary care online tool will improve asthma care and asthma outcomes using a randomized trial of the ASTHMA IQ system versus usual asthma care in the primary care setting. Qualified participants must be a practice of 2-4 physicians, each of which will be asked to recruit a minimum of 10 patients with chronic persistent asthma. Practices can receive up to $4000 depending on the number of participating physicians. Patients will also be compensated. Public Health Informatics Certificate Training Program

Targeting public health professionals, The Johns Hopkins Bloomberg School of Public Health, in collaboration with the Johns Hopkins Schools of Medicine and Nursing and the Public Health Data Standards Consortium (PHDSC), is pleased to announce that the Public Health Informatics Training Program is accepting applications. This program results in a Maryland State-approved Post-Baccalaureate Certificate in Public Health Informatics. The goal of the program is to offer training in methods and concepts of health informatics and health information technology for application to public health. It is designed for current and future public health professionals who wish to develop expertise or specialization in this area. Courses for this program are available completely online. Individuals residing in the Mid-Atlantic region may also take selected courses on site. The training program focuses on the following core informatics topics:

  • Overview of public health and biomedical informatics

  • Health information systems design and development

  • Health information technology standards and systems interoperability

  • Systems evaluation in health sciences informatics

  • Population health informatics

Tuition subsidies are available. Application deadline is March 15, 2012. Request for Nominations: External Review Panel

TThe Pfizer Medical Education Group (MEG) is adopting a new model of grant-making that endeavors to acknowledge the synergies that can be achieved by supporting quality improvement initiatives along with continuing education for healthcare professionals. We believe that to truly have an impact we must support solutions to public health issues, help meet the educational needs of healthcare professionals and play a more direct role in support of quality improvement initiatives that close professional practice gaps. The new system employs a Request for Proposal (RFP) model and includes the addition of External Review Panels whose charge will be to review, evaluate and ultimately approve or deny submitted Letters of Intent and proposals. Panel members may also consult on the development of RFP’s. Members of the External Review Panels will consist of professionals from the healthcare community with advanced degrees and expertise in a particular clinical area, or expertise in CME, CE, Continuing Professional Development (CPD), Quality Improvement and/or Public Health Administration. Ideally, all members will have published previous works and/or have proven accomplishments.
Membership on an External Review Panel would include the following:

  • One year tenure, with an option for a second year

  • Compensation (honorarium), based on Fair Market Value, for services rendered

  • Travel and expense reimbursement for any live panel meeting(s)

  • Participation in virtual meetings with the full panel

  • Appropriate resolution of any Conflicts of Interest

    Please consider signing up to be the official "Doctor of the Day" at the Maryland State Legislature this year. You get an assigned free parking space in the Calvert Street State Employee Garage. You can get introduced on the floor of the House and/or the Senate and you can sit in on some of the floor proceedings if you so desire. By noon or so the morning session is over and you can grab lunch in Annapolis, go home or, if appropriate, stay and testify at one of the afternoon Committee hearings.

    There are 70 plus lawyers in the state legislature and countless lobbyists. There are nurses, pharmacists and lots of "Para Docs" as well. There is now only ONE physician, Dr. Dan Morhaim in the House and NO docs in the State Senate. Help Family Medicine, help our profession, spend a day or two talking to your representatives in the comfortable environment of the State "First Aid Room" where nurse Colleen runs the show and will show you the ropes.
